The National Energy System Operator (NESO) is a government-owned public corporation that serves as Great Britain's independent system operator and planner for energy. It was formally established on 1 October 2024, following the UK government's acquisition of the electricity system operator division of National Grid plc for £630 million, a move enabled by the Energy Act 2023. NESO is classified as a public non-financial corporation by HM Treasury, pending confirmation from the Office for National Statistics, and is owned by HM Government through the Department for Energy Security and Net Zero (DESNZ).
NESO takes a whole-system view of energy, planning across electricity, gas, hydrogen, renewable generation, storage, carbon capture, and emerging technologies. Its core mission is to facilitate Great Britain's transition to net-zero greenhouse gas emissions by 2030, the government's current clean power target, accelerated from the previous 2035 goal, while maintaining security of supply and ensuring efficiency and economy. The organization operates control centres for real-time electricity balancing, system insight and planning, market development, and strategic network planning. It works closely with National Gas, which retains operational responsibility for the gas National Transmission System, and other network operators.
NESO's headquarters are at Faraday House in Warwick, Warwickshire, with place-based teams across Great Britain working locally with communities and businesses. The organization employs between 1,001 and 5,000 people, with over 2,135 LinkedIn members listing it as their current workplace as of early 2026. It is funded through regulated network charges on energy consumers' bills rather than direct day-to-day government budget allocation, though a framework document provides for government financial assistance including a working capital loan facility.
พันธกิจ
NESO's mission is to provide reliable, clean, and affordable energy to everyone. Its core purpose is to facilitate Great Britain's transition to net-zero greenhouse gas emissions by 2030 while maintaining security of supply and ensuring efficiency and economy. The organization acts as a neutral, independent voice in energy system planning and operations, taking a whole-system view that spans electricity, gas, hydrogen, renewable generation, storage, carbon capture, and emerging technologies. By uniting electricity and gas system planning for the first time under one independent public body, NESO aims to break down silos and give investors, businesses, and communities confidence in a shared energy future.
ประวัติ
The origins of NESO trace back to the Electricity System Operator (ESO), a division of National Grid plc that had operated Great Britain's electricity system since the 1990s. By the early 2020s, there was growing political and industry consensus that system operation should be independent of commercial interests to better facilitate the transition to net zero. The Energy Act 2023 provided the legal framework for creating an Independent System Operator and Planner (ISOP), separate from National Grid.
On 1 October 2024, the UK government completed the acquisition of National Grid's ESO for £630 million, establishing NESO as a publicly owned corporation. The transfer included all ESO staff, assets, and operational responsibilities. NESO immediately took on a broader remit than its predecessor, incorporating gas system planning and whole-energy system oversight. Within weeks of its launch, the government's Mission Control for Clean Power 2030, led by Chris Stark, tasked NESO with providing advice on achieving the accelerated net-zero target.
As of early 2026, NESO continues to expand its strategic role, working on whole-system energy planning out to 2050 and beyond. It has been broadly supported across government and industry as a necessary step for energy transition, with no significant controversies reported. The organization is regulated by Ofgem under the RIIO-2 framework, modified to emphasize reputational incentives over financial ones due to its public ownership model.
