The CIA originated from the Office of Strategic Services (OSS), the World War II intelligence agency created to coordinate espionage activities behind enemy lines. President Harry S. Truman disbanded the OSS in 1945 but quickly recognized the need for a permanent intelligence organization. The National Security Act of 1947, signed into law on July 26, and effective September 18, established the CIA as the nation's first peacetime intelligence agency. Rear Admiral Roscoe H. Hillenkoetter became the first Director of Central Intelligence, though Rear Admiral Sidney Souers had briefly headed the Central Intelligence Group, the CIA's immediate predecessor.

The CIA Act of 1949 granted the agency authority to secretly fund operations and develop personnel procedures outside standard government practices, enabling it to function effectively in the shadows. By 1953, the CIA had grown sixfold from its founding size and established three of its five current directorates. The agency's early years were marked by both successes, such as supporting anti-communist forces in Western Europe, and controversies, including the failed Bay of Pigs invasion in 1961.

Throughout the Cold War, the CIA expanded its global reach, conducting paramilitary operations in Southeast Asia, supporting anti-Soviet mujahideen in Afghanistan, and running extensive technical intelligence programs. The end of the Cold War brought budget cuts and a reorientation toward new threats, including proliferation of weapons of mass destruction and terrorism. After the September 11 attacks, the CIA took on a central role in the War on Terror, including covert drone strikes and enhanced interrogation techniques that sparked intense debate. The Intelligence Reform and Terrorism Prevention Act of 2004 restructured the intelligence community, replacing the Director of Central Intelligence with a separate CIA Director and a Director of National Intelligence.

In the 21st century, the agency has focused on cyber threats, counterintelligence, and adapting to a multipolar world. Directors from Leon Panetta to John Ratcliffe have each shaped the agency's priorities, balancing traditional espionage with emerging challenges.
