OECD Tourism Trends and Policies 2026 has the 2019-2025 international arrival numbers, and they split cleanly into two camps. On the losing side, Israel sits at -71%, well clear of Ireland at -32%. Then Argentina -23%, Peru -22%, Thailand -17%, Estonia -16%, and a logjam: Hungary and Lithuania both -15%, Latvia and the U.S. both -14%. The gainers run the other direction.
