That Leonida map in GTA 6 is going to be fully open once free roam unlocks, no artificial barriers blocking the way. Unexplored areas just reveal themselves gradually as you actually explore instead of hitting walls everywhere. The whole exploration mechanic ties directly into that free roam unlock point tbh
